The General Assembly came to a compromise this week on the state budget, and decided to keep the Senate’s 1.2 percent pay raise for active state employees and a 1-percent cost-of-living adjustment for retirees. The plan passed votes by both houses of the General Assembly by what appears to be veto-proof margins. Gov. Beverly Perdue can now choose to sign it or veto it.
